Nowadays, Morocco has issued a national energy plan with the aim of reducing its energy dependence and promoting a relevant economic development. This energy plan is focused on covering the global energy requirements by means of the integration of relevant aspects such as a sustainable development and an efficient environmental protection. The final result involves the implementation of the Thermal Construction Regulation in Morocco (RTCM), developed by the Moroccan Energy Efficiency Agency (AMEE), and currently under application in this country. Actually, buildings represent the second most energy-intensive economic sector in Morocco after transport, accounting for around 33% of the total energy consumption in the country. Under this framework, this paper describes a comparison between Spain and Morocco in terms of normative requirements for energy efficiency purposes, analysing the parameters used to calculate and evaluate the thermal comfort of buildings. With this aim, the BINAYATE package software is used, in order to estimate the thermal requirements and analyze norms and requirements related to the thermal comfort level. Economic and environmental improvements in the Moroccan situation from the Spanish experience are also discussed in the paper.
