The liberalization of the electrical sector with Ley 54/1997, involved a significant change in the organization of the sector. It had a special impact in the generation activity. This activity evolved from having a high degree of centralization to support the growth of multiple independent producers.
Since then until two years ago, there were several laws favoring the development of renewable and the progress towards distributed generation.
But from January 2012 until now, there have been new regulations that modify the conditions for this development: RD Ley 1/2012 , which removes economic incentives, Ley 15/2012, establishing new taxes for electricity production in special and ordinary regime, Draft RD regulating the mode of delivery with net balance. Currently it is being developed by the RD Ley 9/2013, which pretends to ensure the financial stability of the power system.
In this paper a study of the current situation of the Spanish electricity sector is performed. Recent regulatory changes will be analyzed and their impact on the development of distributed generation
