    Abstract
    The three main objectives for the future CAP 2014-2020 are: Objective 1: Viable food production Objective 2: Sustainable management of natural resources and climate action Objective 3: Balanced territorial development. Environment, climate change and innovation will be guiding themes that steer the policy. For example, investments should lift both economic and environmental performance. It is essential to contribute to farm incomes and limit farm income variability, recalling that price and income volatility and natural risks are more marked than in most other sectors and farmers' incomes and profitability levels are on average below those in the rest of the economy. Therefore a risk management toolkit should be included to deal more effectively with income uncertainties and market volatility that hamper the agricultural sector's possibility to invest in staying competitive. Besides, as agriculture is particularly vulnerable to the impact of climate change, enabling the sector to better adapt to the effects of extreme weather fluctuations will be important.
