It has been observed that economic growth is not reaching poor fairly, and this leads to increased inequality of income in developing countries.In Mexico several methodologies addressed to participatory diagnosis, generally describe processes of community participation from some people. In addition, different methodologies that have been used in planning and making project diagnoses, start from experts´ general principles or sections and from common sense, so they consider processes such as technical and financial trends and do not take in account characteristics of the real life of people living in rural communities, gender approach is not used, rural youth and the elderly are not considered. The main goal of this research is to systematize and implement a methodology developed by researchers at Colegio de Postgraduados in Mexico, and put it into practice as a methodology of participatory rural appraisal in the social sector enterprises in Mexico, for designing, developing and evaluating sustainable projects, addressed to promote the development of people´s potential and capabilities as a vital condition and as a permanent process of education as a local development strategy.
