COMUNIDAD POLÍTICA Y PROYECTO DE DESARROLLO: UNA PROPUESTA DE ENTENDIMIENTO PARA EL DESARROLLO LOCAL

Abstract

The objective of this paper is to propose a new approach to local development, in which citizens and government leaders must act as a political community, this is, as an association formed by free men and women for a life in common, in such a way that the contribution of each individual is made through their participation in political decision-making effective, assuming its responsibility. In this sense, the local development in its maximum expression transforms to the members of the community in politicians and the public authorities in jointly responsible for the concerted political action, able to design a plan of action executed by "development projects" which are understood as all the projects in some way contribute to the change or help to transform the reality of the political community.
