dc.descriptionSon conocidos los problemas existentes en la Universidad Española por la poco meditada implantación del EEES, con problemas muy serios derivados de una inadecuada estructuración de Grado+Máster incompatible para la óptima formación de ingenieros. No haber tenido en cuenta las implicaciones derivadas de la generalización de la implantación de los títulos de Grado y Máster, junto a la deficiente redacción de un Estatuto del Empleado Público, que establece que, salvo causas justificadas por Ley, el acceso al Grupo A de la Función Pública lo será con título de Grado, y las inadecuadas redacciones de las Leyes de Función Pública de las Comunidades Autónomas, han acabado derivando en la judicialización de las convocatorias de plazas de Ingenieros en las Administraciones Públicas. La Sentencia del Tribunal Supremo de 09/03/2016, que falló adjudicando una plaza de Ingeniero Industrial a quien no tenía un título habilitante para el ejercicio de dicha profesión, fue detonante de dicha situación. Aunque un análisis en detalle de ésta evidencia tratarse de un caso no extrapolable, que debiera ser conocido por las Administraciones, que no deberían continuar realizando convocatorias de plazas, con el requisito de exigencia de títulos universitarios, sino referenciando las profesiones a las que habilitan.es_ES
dc.description.abstractThe problems existing in the Spanish University are known for the poorly considered implementation of the EHEA, with very serious problems arising from an inadequate structure of Degree + Master incompatible for the optimal training of engineers. Not having taken into account the implications derived from the generalization of the implementation of the Degree and Master's studies, together with the deficient drafting of a Statute of the Public Employee, which establishes that, except for causes justified by Law, access to Group A of the Public Function will be it with title of Degree, and the inadequate redactions of the Laws of Civil Function of the Autonomous Communities of Spain have ended up deriving in the judicializations of the calls of jobs of Engineers in the Public Administrations. The Sentence of the Supreme Court of 03/09/2016, which failed to award a position as Industrial Engineer, who did not have a qualification for the exercise of that profession, was the trigger for this situation. Although a detailed analysis of this evidence is a non-extrapolated case, which should be known by the Administrations that should not continue making calls for jobs, with the requirement of university studies, but referring to the professions that they enable.es_ES
