LA GESTIÓN DE PROGRAMAS DE INVERSIÓN PÚBLICA EN EL PERÚ: PROPUESTA METODOLÓGICA PARA MEJORAR EL IMPACTO EN INICIATIVAS DE DESARROLLO REGIONAL

Abstract

The current policy of public investment in Peru is taking a new approach due to the decentralization of public administration and increasing demands for transparency in financial management. Consequently, this has generated a raft of new administrative procedures that affect the impact of public investment in the development of the country. This research examines in particular the effects of the National Public Investment System of Peru (SNIP) in managing regional territorial development policies aimed at developing the disadvantage regions and also reducing inequality. In addition, it also provides a methodological proposal aimed at guiding the actions of the managers of regional governments in order to promote investments in favor of the disadvantaged areas in their regions. This is a way to boost local participation and, at the same time, develops the integrated territorial approach within the SNIP’s current procedures.
