ADAPTACIÓN DEL MODELO PRISMA DE LA COMUNIDAD DE MADRID EN NUEVO CONTEXTO DE GESTIÓN REGIONAL PERUANO. CASO DE YAUYOS (LIMA)

Abstract

During the last decade, the Republic of Peru set up a process of regionalization and decentralization of the public affairs, involving the competences transference form national governments to the recently created regional governments. They are more and more involved in the management of public projects for regional investment aimed to supply infrastructures and services. The research developed shows the agreement between the interviewed media and managers on the criteria for the regional investment. Both consider the political opportunity as the main criteria instead of the promotion of the solidarity and the balanced regional development. Further research results revealed the participatory process as a development of public consultancies but not as a learning process aimed to encourage actors (region, districts and population) integration and global action. The wide experience of GESPLAN Group in planning and monitoring, like the PRISMA Program implemented in the Community of Madrid, shows interesting and successful results on planning models and their transference to the Peruvian context. The methodology proposed could improve the resources management addressed to regional investments projects carried out by Peruvian regional governments based on the criteria of “integrated regional development” and “consensus of the involved actors”. This communication describes the project carried out in Yauyos province (Lima region) to prove the viability of this public investment management methodology.
